This ancient religious and social edict, first pronounced immediately prior to Valen's Era, prohibits Minbari from taking non-Minbari as mates or lovers. The Minbari were (and in large measure still are) xenophobes, and their first real contact with alien species (their new allies in the first Shadow War) brought with it the realization that many, contrary to the earlier predictions of their scientists, were similar enough to them to make eventual discovery of a 'true' biologically compatible species a strong probability rather than a possibility. This probability became a certainty 1000 years later when the Minbari made first contact with Humans. Of note, the first real test of the Prohibition - Delenn of Mir's petition to marry the human John Sheridan - was an unmitigated disaster for Minbari purists, and subsequent debates regarding Human/Minbari mating continue even within the Grey Council itself. In the meantime the Prohibition still exists but there are rumors of other clandestine relationships, particularly within the Anla'Shok. Although it is not openly discussed, many quietly believe that another public challenge against the Prohibition like Delenn's will force the Grey Council to make a definitive ruling on whether Humanity constitutes an 'alien race' or a 'related species'. The difference may only be semantic, but a determination that humans are related would permit intermarriage without the appearance of a policy reversal. (Atonement) (canon w/speculation)
